In 1970, soon after leaving Tokyo's Haneda Airport for Itazuke, a passenger plane is hijacked by members of the Japanese Red Army Faction, armed with guns and knives, demanding to be flown to Pyongyang. Since Japan and North Korea have no arrangements for such a landing, the hijackers' plan quickly begins running into problems. In Seoul, a shadowy figure known only as 'Nobody', famous for his unseen but impactful work, is brought in to help with a secret rescue effort. Intelligence and military teams from Japan, South Korea, and the United States try wild tactics, from blocking the runway during refuelling to hijacking radio signals.
